As a Highway Engineer with over 45 years’ experience, David Carmichael has worked on road related projects in Azerbaijan, Kazakhstan, Kyrgyzstan, Georgia, Ukraine, Iran, Oman, Cyprus, Papua New Guinea, Botswana, Lesotho and the UK.

Experience has been gained on all aspects of highway engineering from feasibility studies, including traffic and transportation studies, preliminary design, final design and preparation of contract documentation, tender assessment and supervision of construction.  Whilst working for contractors, experience has been gained on the preparation of claims and submissions for dispute resolution under the FIDIC suite of contracts.

From June 2009, David Carmichael has been an independent Consultant advising road contractors on the requirements and use of FIDIC on projects in Kazakhstan, Kyrgyzstan, Azerbaijan, Ukraine and Georgia. Also acting as a Dispute Board representative for contractors in Kazakhstan and Georgia

From March 2008, was resident in Azerbaijan working as the Team Leader on the Southern Corridor Improvement Project (Project 1) where he was responsible for setting up the team for the detailed design for the proposed Masalli to Astara section of the Alat to Astara motorway.

From 2001 to 2007, resident in Kazakhstan, he worked as a Project Manager/Team leader on a design and construction supervision assignment for the rehabilitation of 1,000 km of roads in Western Kazakhstan.

Other highway construction supervision assignments have included:

  • Project Manager/Team leader on the National Local Improvement Project in Papua New Guinea from 1997-2001;
  • Senior Resident Engineer on the A4/A46 Batheaston/Swainswick Bypass from 1994-1997;
  • Resident engineer on the Lae to Munum Road rehabilitation project in Papua New Guinea from 1985 to 1987

These projects have given him wide experience of contract procurement and administration.

Design office experience has been gained in various offices throughout the world including Kazakhstan, Azerbaijan, Cyprus, Papua New Guinea, Botswana and the UK.

David has also given expert evidence in various courts and other proceedings.

 

He is a native English speaker and also has basic spoken Russian language skills having lived and worked in a number of CIS countries.

Team Leader responsible the detailed design, procurement support and construction supervision stages of the Masalli to Astana section of the Alat to Astara Motorway. Duties included liaison with AzerRoadService (and their Project Implementation Unit) and the management of a multidisciplinary design team consisting of international and Azeri specialists. The Contract was based on FIDIC.

 

2001-2007        Kazakhstan Road Network Rehabilitation Project – JBIC funded

Team Leader responsible for the detailed design, procurement and construction supervision for 1,000 km road rehabilitation works in Western Kazakhstan.  Duties included liaison with the Kazakhstan Ministry of Transport Roads Committee, management of design work carried out by international specialists and Kazakh design consultants, pre-qualification and tender evaluation, acting as the Engineer on two road rehabilitation contracts and evaluating claims submitted by the Contractors. The Contract was based on FIDIC

 

Awarded Medal of “Esteemed Road Builder” by the Ministry of Transport and Communications in Kazakhstan in recognition of the high standard of services provided (2006).

Team Leader responsible for final design and contract documentation for three road rehabilitation projects throughout the country. The Contract was based on FIDIC

Team Leader – Responsible for final design and contract documentation for three road rehabilitation projects throughout the country.  Also, Resident Engineer on the Mumeng to Bulolo Road Upgrading Project.

1994-1997        Senior Resident Engineer on the A4/A46 Batheaston/Swainswick Bypass

 

Responsible for the day to day running of all technical aspects of the project.  Also responsible for liaison with the client and other interested parties.  During times of protest action worked as part of a three-man team representing the Employer, the Engineer and the Contractor that was set up to minimise delay and disruption.

 

1992-1994        Executive Engineer in the Transportation and Marine Division

 

Project Manager on the A4/A46 Batheaston/Swainswick Bypass responsible for the overall day to day running of the project during final detailed design, preparation of documentation and tender assessment.

 

Preliminary route selection, cost estimating and environmental framework preparation for road schemes being prepared for the Department of Transport including:

  • M1 Widening : Junctions 19 to 23A
  • A46 : M4 (Tormarton) to Pennsylvania.

 

Preliminary design of the main access road and all other land-slide roads for the proposed Spata Airport, Athens.

 

  • Chief Engineer and Head of Infrastructure Division for Gibb Botswana

 

Head office management responsibilities for all the firm’s infrastructure and urban road projects from feasibility design through to construction supervision including:

 

  • Accelerated Land Servicing Programme, Preliminary Design. Land servicing for several urban areas of Botswana, including Gaborone, Francistown, Selebi Phikwe, Lobatse, Jwaneng, Ghanzi and Kasane.
  • Accelerated Land Servicing Programme, Francistown Phase V Physical Development. Detailed design and construction supervision for providing all Services to five locations in Francistown.

Resident Engineer supervising and administering the reconstruction of 31 km of road.  Responsibilities included issuing drawings and instructions to the contractor, monitoring the contractor’s progress against his programme, quality control, inspection of operations, completion certificates, dayworks, preparation of interim and final payment certificates, measurements, assisting the contractor with working methods and construction techniques, reviewing and commenting on the design documentation, writing monthly progress reports for the client and preparing a final report on completion of the project. The Contract was based on FIDIC.
