David is a highly regarded Chartered Building Surveyor with 40 years professional experience in the property sector and construction industry. With extensive involvement in the successful delivery and management of construction Projects, as well as undertaking more traditional building surveying skills such as Fire Safety, Technical Due Diligence, Dilapidations and Party Wall matters, Contract Administration, and Project Monitoring of refurbishment and new build schemes and projects within the School, Further and Higher Educational Sectors, and Commercial Sectors – retail, office and industrial. He is a trained and accredited expert witness and has references from instructing solicitors and clients.

Fund Project Monitoring Surveyor: Circa £52m residential and commercial development in the heart of Birmingham. Constructed on two adjacent, but discrete sites, the complex development presents significant challenges. These include building adjacent to a canal and above an existing BT tunnel, multiple neighbours and renovation of two listed industrial buildings. The initial due diligence completed prior to my involvement with undertaking ongoing monthly monitoring during 2018

Fund Project Monitoring Surveyor: The development comprised of mixed development student accommodation of 170 cluster flats bedspaces and 47 studio flats and some retail, student accommodation and Social Housing with construction of reinforced concrete frame multi-storey buildings and retention of other existing building facade elevations to public highways. Involvement consisted with the monitoring Team preparation of the Initial Report and Technical Due Diligence information stages with limited site visit during construction phase works in progress, and subsequent planned by colleagues for completion late 2019. The Funders held proceeding pending Developers exchange of information regarding outstanding matters, would be subject to ongoing monthly site visits and reporting undertaken by other members of the monitoring team.

Technical Due Diligence Condition Surveys – Secondary School buildings and associated facilities Lifecycle and Latent Defects with high level Technical Due Diligence property inspections and reporting including defect identification/schedule of condition, building element life expectancy/replacement year and budget costs, and site photographs (specific condition or defects).

Two separate instructions of extensive Residential Care Home property portfolio of buildings and associated facilities with high level Technical Due Diligence property inspections and reporting for Pre-Acquisition and Funding purposes including defect identification/schedule of condition, building element expectancy replacement year and budget costs, and site photographs (specific condition or defects).

Extensive site of commercial industrial and office buildings and associated infrastructure with high level Technical Due Diligence property inspections and reporting for Pre-Acquisition purposes including defect identification/schedule of condition, building element expectancy replacement year and budget costs, and site photographs (specific condition or defects).

Fund Project Monitoring Surveyor: The development proposals comprised of mixed development of residential (2,500 dwellings), commercial and retail, with infrastructure works on the first phase for 750 dwellings to be undertaken by the Developer for land parcels disposal. Involvement consisted with the monitoring Team preparation of the Initial Report and Technical Due Diligence information stages.

UK Wide Multiple Retail Site/Property and Projects/Schemes

Project Management, Construction Monitoring. Cost Management and Stage 1 Design/Principal Designer:

The Refit Projects consist of existing retail store strip-out, new mezzanine floor, lift installation, stairs and complete refit including buildings services, internal finishes/FFE and some external elevational works. The Works are separately let, and with construction phases circa 6/8 weeks with values circa up to £500K and other planned works following scheme design preparation and submission of CapEx costs for approvals with UK wide multiple sites.

Further and Higher Education Sector – circa £9.2m excluding PCSA and Letter of Intent Enabling Works @ circa £1.25m (JCT Design and Build 2011)

Employers Agent/Project Management and Cost Management roles for the design initially via PCSA, and continued design, enabling works, construction, and completion of a development of Student Accommodation 200No. Bed spaces (5No. Blocks of Townhouses with individual units of 8/10 bedrooms and circa 5No. townhouses per block) and associated facility together with associated external works, utility supplies, drainage, landscaping and ancillary works. Project commencement July 2017 with completion December 2018 with 2No. Sectional Completions. (Section Nr 1 August 2018 and Section Nr 2 December 2018) with partial funding by Local Enterprise Partnership and required to meet a BREEAM ‘Good’ rating. The project incorporated BIM Level 2 working under the JCT Design and Build 2011 with Amendments with the procurement route via OJEU process and JCT two stage tendering arrangements

Further and Higher Education Sector – circa £1.2m excluding FFE (JCT ICD 2011)

Contract Administrator and Cost Management roles with traditional procurement route via single stage tendering and BofQ documentation. The Works included the construction of Extension to the existing buildings – HE Centre and Centrepoint to include Lecture Theatre/Event Spaces and the construction of new mezzanine floor and work spaces and demolition of single storey extension building within the existing Library ground floor area. Project commencement October 2017 with completion July 2018 with 2No. Sectional Completions with enabling services diversions and internal piling foundations.

Further and Higher Education Sector – circa £3.3m (JCT Design and Build 2016)

Employers Agent/Project Management and Cost Management roles with design and construction of Sports Hall Building and associated facilities – reception, offices, academic teaching rooms and dressing/changing facilities. The project met BRE BREEAM ‘Good’ rating and BiM Level 2 requirements. The project is part funded by Local Enterprise Partnership. Role included development of the Clients BiM Employers Requirements and bespoke BiM Protocol. Procurement route was two-stage tender, including contractors’ interviews and presentations

Further and Higher Education Sector – circa £3.2m (JCT Design and Build 2016)

Employers Agent/Project Management and Cost Management roles with the design and construction of the Agri-Tech Building – to the Ground Floor – Academic Teaching Rooms, Office, Associated Facilities and Vehicular Display/Showroom and the First Floor – Plant Room, and Academic Teaching Rooms, Office, Associated Facilities, and separate Workshop Building (5No. Engineering Teaching/Workshop spaces/Units) including and all associated building services and landscaping.

Further and Higher Education Sector – circa £350,000 (JCT ICD 2011 with CDP)

Contract Administrator/Project Management and Cost Management roles with traditional procurement route via single stage tendering with the construction of the extension to existing engineering industrial building and other internal refurbishment including associated building services and finishes.

New Build and separate Phase – Farm Buildings Refurbishment and New Build Extension

Further and Higher Education Sector – circa £950,000 (JCT ICD 2011 with CDP)

Contract Administrator/Project Management and Cost Management roles with traditional procurement route via single stage tendering with the design and construction of the 3 bay and service core area glasshouse structure and associated services.

Employers Agent/Project Management role for the works on an existing Sports Hall with demolition and construction of the new first floor Gym and ground floor associated facilities charging rooms, bio-studio and office/reception

Principal Designer/Designer and Contract Administrator for the works on bathroom refurbishment works and associated internal alteration. The project required alterations to the bathroom facilities to ensure the Further Education establishment met current policies and OFSTED requirements. Works included design and specification of the works, including contract preparation and administration.
