Billy has approximately 10 years’ experience in construction, civil engineering, and process projects in the UK and abroad.

He has provided planning, forensic delay and claims support for UK and International Contractors on a diverse portfolio of major construction projects.

He has provided project controls and forensic delay analysis on many iconic projects. He has provided support to Expert Witnesses and Adjudicators in preparing reports and decisions and has represented clients in formal dispute proceedings.

His project experience includes major processing and renewable energy projects, oil and gas pipelines and process plants, rail projects, schools and universities, major infrastructure projects, and commercial and residential building developments.

He is highly proficient in the use of all planning software including MS Project, Primavera P6, and ASTA Powerproject.

Billy has authored recent articles on payment issue and delay analysis and has presented on topics such as concurrent delay, liquidated damages, and the definition of practical completion to peers through online platforms.

New School Development, Aberdeen – Developed construction programme and undertook project monitoring, progress reporting, and production of short-term programmes in Primavera P6. Developed KPI document for presenting to senior members of staff. Participated in risk/opportunity reviews.

Hydropower Development, Scottish Highlands – Developed project programmes for 50+ hydropower projects in Microsoft Project to facilitate effective management of the schemes and resourcing various construction and procurement activities.

Concrete Frame Residential Development, London – Produced target completion and recovery programmes for main contractor who accelerated works to meet revised completion dates.

RAF Airbase, England – Developed an NEC3 compliant programme for monitoring and acceptance by client.

Northern Line Extension Piling Sub-Contract – Provided revised programme updates and CE implementation to record as-built & any impact on the Completion Date under the NEC3 form of contract.

Mixed-use Retail Developments – Worked as an on-site planner for a Main Contractor on several retail developments (including John Lewis and Debenhams stores) providing contract programme updates, day to day reporting, compiling as-built records and producing short term look-ahead programmes and phasing documents under the JCT form of Contract.

New Hotel development, Aberdeen – Developed M&E installation and Commissioning programme and monitored to completion.

New University Building, Scotland – Developed construction programme and undertook project lifecycle monitoring and led on risk/opportunity reviews.

New Residential Apartment Development, Glasgow – Developed construction programme and carried out progress monitoring of 40 flats and associated works.

New University Building, London – Engaged to produce completion programme of outstanding works after appointed main contractor went into administration.

New Laboratory Building, Glasgow – Engaged by subcontractor to produce contract programmes and undertake programme updates. Also carried out project management, delay analysis, full project lifecycle monitoring and reporting, risk/opportunity reviews, and subcontractor and client engagement.

Hotel, Scotland – Engaged to produce delay analysis report and analyse impact of late access to building floors on the M&E process. Report was used as part of a negotiated settlement.

Community Centre, Glasgow – Engaged to produce as-built programme showing critical delay for submission as part of adjudication process.

Museum, Glasgow – Engaged to assist adjudicator on valuation of claim and extension of time analysis.

Commercial Office, Glasgow – Engaged by loss adjuster to evaluate value of insurance claim after incident of severe water ingress and the subsequent programme impact.

College Building, Ayrshire – Worked alongside an expert to produce delay report to defend extension of time claim in an adjudication.

Edinburgh Airport – Engaged by fit-out contractor to review events on the project which caused them delay and disruption. Delay report produced and used as part of a negotiated settlement agreement with the client.

Commercial Development, Saltcoats – Engaged by roofing contractor to investigate delays they had suffered and produced extension of time claim for submission to the client.

Gas Pipeline Project, Tunisia – Carried out delay analysis for the client and produced a report to defend against an extension of time claim from the main contractor. Also assisted in high-level negotiations between the relevant parties.

New College Development, Scotland – Engaged by M&E contractor to produce as-built programme of the construction works and analyse critical delay. Produced report for negotiation between the relevant parties.

Residential Apartment Development, Edinburgh – Produced delay analysis and represented housing association client in adjudication process regarding matters of delay and extension of time.

Housing Development, Fife – Engaged by adjudicator to review extension of time claim from the contractor and produce opinion on what was the critical delays based on the evidence from the relevant parties.
