Aaron has over 30 years experience as an engineer working on some of the most demanding projects globally. He specializes in approaching project issues and investigations from an engineering and buildability perspective, conducting forensic investigations and analysis to identify factual delays with potential time and cost entitlements, and pulls together the data into manageable and useable formats for experts to use in their reports (quantum/delay/technical).
As an engineer he can interrogate complex technical information and then apply the contract and the law to identify relevant information that the expert must consider. He has provided support to Expert Witnesses and Adjudicators in preparing reports and decisions for some of the largest projects in Asia, GCC, Australia and Europe.
His project experience includes major processing and renewable energy projects, oil and gas pipelines and process plants, rail projects, schools and universities, major infrastructure projects, desalination plants, commercial and residential building developments. Aaron has experience of projects in the Americas, Asia, Africa and Europe
He uses most standard industry software including MS Project, Primavera P6, and ASTA Powerproject.
He acted as the Asian adviser to the Black & Veatch US Legal department for a number of years advising on a wide variety of contracts including EPC, FIDIC and NEC forms.
Aaron also sits as an adjudicator and is a panel member with a number of ANBs having passed Modules 1, 2 & 3 of the CIARB Adjudication Pathway.

Detailed design of water supply system for a housing development, which
included a freshwater service reservoir and a booster pumping station. 2003 – 2004
Design and contract administration support for five (5) concurrent and on-going
roads and drains works contracts, including co-ordination with site staff and
contractor’s staff to resolve design and interface issues on a daily basis.
2002 – 2004
Managed the design and construction of a HK$30M turnkey project for
construction of a private container yard and container refurbishment workshop
structures.
2003
Detailed design of waterworks for the widening of a major highway, which
included diversion of two DN1350 Dongjiang water mains, the primary water
supply pipelines for the Hong Kong freshwater supply network.
2002 – 2003
Resident on site to supervise the construction of a new, 1.2 million cu.m/day
capacity treatment works; particularly was responsible for supervision of a 240
m long four-story pipe gallery.
2000 – 2001
Resident on site to supervise construction of the two footbridges and two
subways I designed, storm water and sewerage drainage systems, and a wetland
compensation area for a new urban development.
1998 – 2000
Detailed design of two steel warren truss footbridges and two subways. 1997 – 1998
Member of a landslip prevention project responsible for compiling information
on all slopes and retaining walls in Hong Kong to create a database for landslip
prevention and control.
1995 – 1996
Led a successful adjudication in recovering HK$3.5M (50% of total service
fee for that specific project). 2008
Provided independent assessment of a Government client’s position in relation
to 104 dispute issues for an on-going mediation (contract sum approximately $2
billion).
Jan – Feb 2006
Assisted Asia regional senior counsel (based in Beijing) in reviewing and
drafting of contracts in the energy and water sectors of the business in the Asia
Pacific region, e.g. water projects in Australia and Indonesia, energy projects in
Thailand, and the like.
2008
Acted as representative of the US HQ legal department in the Hong Kong
office, providing advice on and assistance in drafting and vetting of all
contract documentation including consultancy agreements and works contract
documents, as well as the assessment and resolution of legal and contractual
issues.
2004 – 2008
Provided contractual support to drafting of a hybrid “Works Order” contract
form (subsequently used widely by the Government), including cautioning Hong
Kong Government client against serious potential shortcomings of this hybrid
contract form.
