David has held senior delay and planning positions with contracting and consultancy firms in the United Kingdom and Internationally. With over 28 years’ experience in the onshore and offshore construction and engineering industries across the globe David has worked across the continents of Europe, Africa, Asia and the Middle East.

Project experience includes major airport developments, industrial process plants, commercial developments, military and police installations, heavy engineering in respect of onshore and offshore oil & gas facilities and pipelines, highway interchanges, tunnels, leisure resorts, nuclear, water treatment and desalination plants, waste to energy, biomass, onshore and offshore windfarms, renewables, mines, ports, hospitals and rail/metro projects.

  • In Arbitration – Fit-out Subcontract, UAE (Testified DIAC Dec.19) – Acting as expert witness on delay analysis matters. Cross examined by London based counsel (39 Essex Street). Dispute value USD 30 million.
  • In Arbitration – Civil Engineering project, Riyadh, KSA (Testified ICC Oct.19) – Acting as expert witness on delay analysis matters. Dispute value USD 60 million.
  • In Arbitration – High Rise Hotel & Mixed Use Towers, Dubai (Testified DIAC 2008) – Acted as expert witness on programme matters Cross examined by London based counsel. Dispute value AED 190 million.
  • In Arbitration – National Sports Complex, Dubai, UAE – Assisted in the preparation of a number of expert reports.
  • In Arbitration – Road and Structures Project, Oman – Assisted in the preparation of the statement of case and expert report for the arbitration proceedings – Dispute value USD 60 million.
  • Non-Binding Expert Determination – Housing project (HK) – Engaged to provide an independent view of entitlements. Prepare delay analysis and analytical charts – Dispute value HKD 60 million.
  • In Mediation – MTRC North Lantau Expressway (HK) – Acted for Government. Research areas of dispute, preparation of position papers and presentation material for mediation. Dispute value HKD 600 million.
  • In Mediation – Wong Chu Road Noise Enclosure (HK) – Prepared and presented papers on delay analysis – Dispute value HKD 400 million.
  • In Mediation (non-facilitated) – Philip Morris Greenfield Project, Philippines – Prepared and presented variety of papers – Dispute value USD 200 million.
  • North Sea subsea high voltage cable installation – Assisted owner to review and assess contractor’s entitlements. Dispute amount – USD 120 million.
  • Dubai Metro Project, Red & Green Line – Assisted in the review, evaluation and recommendation in respect of the contractors claim for an extension of time. – Project value c. USD 5 billion.
  • Citygate Retail Complex, (HK) – Advised developer in relation to contractor’s claims for extension of time – Dispute value HKD 100 million
  • Duyên Hải Power Station (Vietnam) – Delay analysis and claim preparation.
  • Hwange Power Station (Zimbabwe) – Delay analysis and claim preparation.
  • Chek Lap Kok Extension (Hong Kong) – Assisted the main contractor to prepare claims against the airport authority regarding ground improvement and reclamation works.
  • Stavanger (Norway) – Delay analysis for a main contractor related to a modification of a large platform bound for the North Sea.
  • Doha Airport (Qatar) – Offered preliminary advise to main contractor regarding delay analysis and demonstration techniques.
  • Burj Doha (Qatar) – Planning, delay analyst and part claim writer to research and prepare an extension of time document for an international contractor on a very complex high rise project.
  • American University, Cairo (Egypt) – Planning / delay analyst and lead consultant to prepare an extension of time document for an international JV contractor – Dispute value USD 150 million.
  • Madina Tower, Dubai (UAE) – Researching site records, preparing CPM based delay demonstration programmes and drafting claim document particulars.
  • Tsing Ma Bridge (HK) – Assisted the subcontractor who constructed the main bridge deck elements. Also, assisted main contractor who constructed the bridge towers.
  • Penny’s Bay Reclamation Stage 2 (Disneyland) (HK) – Advised Client on programming and contractual matters; research delay causing events and draft claims – Dispute value HKD 500 million.
  • Philip Morris Greenfield Project, (Philippines) – Project planning input; research and preparation of delay demonstration programmes; oversee research by our client’s staff; draft various aspects of the claim document – Dispute value USD 200 million.
  • Wong Chu Road Noise Enclosure (HK) – Research and preparation of as-built data / programmes and delay demonstration programmes.
  • Tung Chung new town, Lantau (HK) – Research and preparation of as-built programmes for a high quality residential development. Prepared delay demonstration / illustration programmes.
